Entertainment Crime Prevention Act of 2021

To develop best practice guidelines for the use of law enforcement at major entertainment events.

Be it enacted by the Senate and the House of Representatives of the United States of America in Congress assembled,

Section 1. Short Title.

This Act may be called the “Entertainment Crime Prevention Act of 2021” or the “ECP Act of 2021.”

Section 2. Definitions

a)      Major Entertainment Events = The term “major entertainment events” pertains to –

i)       A public event such that it attracts and holds a large number of people in a very small proximity.

ii)     An event that is deemed appropriate to consider “major” by the state, county, and city in which it is held.

b)      Law Enforcement = The term “law enforcement” pertains to –

i)       Police and criminal justice agents who work in the field to protect our citizens from harm and crime.

Section 3. Study on Factors Affecting Law Enforcement’s ability to properly handle Entertainment events.

a)      The Study -

a.       IN GENERAL – A study will be conducted to deduce what factors cause law enforcement to be unable to properly handle crowds during major entertainment events for law enforcement who become unable or unwilling to properly handle crowds inside of an event setting.

b.      WORK WITH OTHER ENTITIES – The study will be compiled from multiple trustworthy and relevant 3rd party nonprofit organizations’ and state agencies’ relevant data collected relating to this study.

c.       LIMITATIONS ON DISCLOSURE – Any information provided for the sake of the study –

                                                                          i.      may only be used for the purposes of, and to the extent necessary to ensure the sufficient operation of, said study; and

                                                                        ii.      may not be disclosed to any other person or entity except as provided under this subsection.

b)      INCLUSIONS – This Study under subsection (a)(a) shall include -

a.       An analysis of the equipment used for proper law enforcement during entertainment events immediately preceding the enactment of this act.

b.      An assessment of the officers known to have gotten involved in incidents related to an entertainment event or events.

c.       Policy recommendations for better equipping and preparing our law enforcement to handle entertainment events.

c)      REPORT – Not later than 18 months after the date of enactment this study shall –

a.       Be submitted as a report to congress that describes the results of the study and

b.      Be made available to law enforcement by means of physical copies or digital files.
