Increased Federal Funding for Higher Education Act
Chuck Grassley
Preamble
In America, a majority of citizens strive for success and
genuinely do want to receive a higher education beyond high school. The
accessibility of obtaining higher education has become exceptionally more and
more difficult. This is mainly due to the lack of funding for universities from
the federal government, which is passed back to students through increased
tuition costs. With increased federal funding for higher education
institutions, more students would have access to resources by preventing a
tuition hike that would otherwise be necessary to cover costs to operate.
Body
Section 1
Today’s modern society encourages high school graduates to seek higher education regardless of their age, race, creed or origin. The opportunity to actually do so has become quite the challenge with the decreasing amount of federal assistance available. With an increase in federal funding for higher education institutions, more students would be presented with the chance to do so.
A recent study found that more than half of students can not afford to go to college. Currently, the federal government only allocates 3.6% of their annual budget which provides approximately $149 billion in funds for higher education. This funding amount is small in comparison to many other competing countries, and a change must be made.
Section 2
Through the Increased Federal Funding for Higher Education Act, more students will have the opportunity expand their education beyond a high school diploma by keeping tuition costs at the current rate or potentially lower. The Bill will allow for an enlarged number of students to receive a degree which will also provide many benefits for our nation such as economic growth and poverty reduction. This act requests to increase the amount allocated to public universities to 5%, or approximately $207 billion, of the annual governmental spend budget. This is only a slight increase in comparison to the overall governmental annual budget, but will keep tuition costs at a stable level, and in turn, continue to boost the economy. The increase will also put the United States in alignment with the top-tier countries that are spending closer to 5% of their annual budget on higher education.
Enactment Clause
The Increased Federal Funding for Higher Education Act will go into effect on January 1st 2022, in order to allow for any debates to occur or amendments to be added.
Conclusion
Citizens who want to seek higher education should be able to do so regardless of their financial situation. The Increased Federal Funding for Higher Education Act will grant further opportunities and support to those wishing to increase their education by expanding the spending to 5% of the federal budget.
