Section I:

Protecting U.S. Agriculture and National Security

Section II:

Foreign Countries owning U.S. land presents a national security crisis, less land for American companies to produce domestic income, decreased farmland/crop production, and takes away potential U.S. jobs. As of December 31, 2023, over 1,500 foreign countries own more than forty-five million acres of land in the United States combined. Most of the land owned is in the form of forests, agriculture fields, or water sources.

Section III:

The Senate needs to take action to prohibit foreign countries’ ownership of domestic land. Countries who currently own land in America are to be compensated at the current value of the land. Currently owned land is to be returned to domestically owned by 2031. All future land agreements must be funded through a foreign country with an American company conducting the research/production required.

Section IV:

The U.S. has made slightly over thirty-eight billion dollars by selling this land. To reclaim the land, we must pay countries back for the land they bought. This money will come from revenue from U.S. lease land and the compensation received when reselling the land to U.S. companies and farmers. A possible temporary tax (18-month cap) on imports from the countries who hold land in the U.S. would also bring in a large sum of money.

Section V:

Reputable companies who are headquartered in foreign countries and want to move production sites to the United States are not included in this bill. This bill is strictly for foreign countries owning land.
